President and CEO
Byron Holland is the president and chief executive officer of the Canadian Internet Registration Authority (CIRA).
Driven by an entrepreneurial spirit and a passion for Internet governance, Byron’s leadership has brought CIRA to the forefront of innovation. At CIRA, Byron has led a wholesale rewrite of the .CA registry and related policies and business rules. Under Byron’s leadership, CIRA has expanded its product and service offerings to Canadians and .CA has become one of the fastest growing country code top-level domains (ccTLD) in the world.
Byron has developed a strong international profile for CIRA and the .CA top-level domain. He is vice-chair of the Country Codes Name Supporting Organization (ccNSO), the body that represents the interests of all country code top-level domains and leads policy development initiatives at ICANN, and is Chair of ICANN’s Customer Standing Committee (CSC). Byron is also an active participant in the United Nations coordinated Internet Governance Forum.
Byron received a Bachelor of Arts with Honours from the University of Western Ontario and a Master of Business Administration from Queen’s University. He also holds his ICD.D designation from the Institute of Corporate Directors.

Sanita Alias, CHRL
Director of human resources
Sanita Alias is the director of human resources at CIRA. She joined CIRA in 2017 with fifteen years of human resource management experience in the public and private sector. Prior to joining CIRA, Sanita was the regional HR manager at the Fortune 500 Company, Rockwell Automation. She also served as HR director at Plasco Energy Group, a waste-to-energy start-up. She is a trusted HR business leader with a focus on developing talent and inspiring change.
Sanita is a graduate of the University of Ottawa and holds a Bachelor of Arts in Honours Communication. Sanita also holds a Certified Human Resources Leader (CHRL) designation.
Vice-president of information technology
Steven Barry is the vice-president of information technology at CIRA, leading the IT team responsible for the .CA domain name registry, a critical component of Canada’s national Internet infrastructure. Steven also manages CIRA’s software development and information management efforts, taking responsibility for the delivery of new products and services.
Steven has more than 20 years of experience as an IT executive in both the private and not-for-profit sectors, including tenures at DataKinetics, NAV CANADA, among others. Steven is a graduate of Carleton University and holds industry certifications in software testing and quality assurance.
Vice-president, product development
Dave Chiswell is the vice-president, product development at the Canadian Internet Registration Authority (CIRA). In this role, he leads CIRA’s pursuit of new product and service offerings that are complementary to its core .CA registration service.
Dave is a seasoned technology veteran with extensive experience in the Internet industry. He joins CIRA after four years with Storm Internet Services, including three and a half years as CEO. Dave has also held senior level positions at Efficient Networks in Dallas, Newbridge Networks/Alcatel in Ottawa and Virginia, and at Momentous.ca as CEO of its Domain Group.
Director of sales and support
Andrew Fraser is the director of sales and support at CIRA, leading all sales, channel management and customer support activities. Andrew joined CIRA in 2017 and brought with him a wealth of experience developed through various roles in both start up and enterprise businesses.
His industry experience in sales, business development and partner management spans software systems management, telecommunications, business intelligence and mobile applications in companies such as Quest Software and Mitel. As a veteran of numerous start up acquisitions, he has played a key role in bringing new ideas and solutions to market.
David Fowler, B.A.
Vice-president, marketing and communications
David Fowler is the vice-president, marketing and communications at CIRA.
Prior to joining CIRA in 2008, David was director of marketing at the Royal Canadian Mint, responsible for product management, advertising/direct marketing, market research and brand strategies for two key lines of business. During his tenure he was a significant player in the transition team that led the company to profitability. He was also the executive lead in the development of the 2010 Olympic Coin program. This program was the largest program of its type ever developed and launched by the Mint. It was characterized by innovation and a number of world firsts for a program of its type. Before joining the Mint, David worked in a variety of sectors in general management and MARCOM roles in both domestic and international markets.
David holds a Bachelor of Psychology degree and a Business Administration diploma from Wilfrid Laurier University.
J. Paul Havey, CPA, CA, ICD.D
Vice-president, corporate services and corporate secretary
Paul Havey is vice-president, corporate services and corporate secretary at the Canadian Internet Registration Authority (CIRA). Paul joined CIRA in February 2011 bringing with him more than 20 years of experience in finance, corporate development and strategic planning from work in the Bell Canada Enterprises group, the Ottawa high-tech community and several not-for-profit organizations.
Prior to CIRA, Paul worked five years as chief financial officer at the Heart and Stroke Foundation of Canada, a leading health charity. Before that, he was CEO of Intelcan, a successful international aviation company headquartered in Ottawa. From 2002 to 2004, Paul was vice president, finance and corporate Affairs at the Canadian Automobile Association, one of the largest not-for-profit member organizations in Canada.
Paul holds a Bachelor of Commerce (Marketing) with Honours from the University of Ottawa and is a Chartered Accountant.
Chief technology officer
As an expert in developing innovative, leading-edge IT solutions, Jacques has established CIRA as a global leader among ccTLD registries. He has 25+ years of experience in the private and not-for-profit sectors and as CIRA’s CTO,is currently leading CIRA Labs, CIRA’s innovation hub and providing leadership and direction for the management and security of the .CA registry and its underlying DNS.
A visionary in the Internet community, Jacques led the development of CIRA’s Internet Performance Test, is an outspoken advocate for the adoption of IPv6 and represents the .CA registry internationally as a member of a variety of working groups and advisory groups, including being a member of ICANN’s Security and Stability Advisory Committee (SSAC), TLDOPS standing committees and TechDay and DNSSEC Planning Program Committee.
Jacques is committed to the development of a new Canadian Internet architecture. He has served as the catalyst for the creation of a national Canadian IXP association, CA-IX, and is a member of the Manitoba Internet Exchange’s (MBIX) and the DNS-OARC Board of Directors.
Jacques holds an Electronics Engineering Technologist diploma from Algonquin College in Ottawa, is ITIL v3 Foundation certified and is a certified Agile ScrumMaster.
